The Editor v4.0 by John Dearinger (1985), modified by Nick Whithers & Kirk McMillan (1992) is an excellent example of a floppy disk track / sector editor for the Commodore 128 (80 column mode only).  Included on the disk is some general useage documentation, but it should be pretty self explanatory.
