EZ Loader v2.60 by David Schmoll (Released January, 1996) is probably one of the nicest menu systems I have seen for the Commodore 64 /128.  This program has tons of features and supports all kinds of devices including CMD hard drives, floppy drives and even TOD clocks to support auto loading a program at a specific time.  The documentation on the disk is very thurough and should answer any questions the built-in help doesn't.

NOTE - Unfortunately this version requires an unlock code which you get by registering to get all the features.  If you know David Schmoll, maybe ask if he'd consider sharing the unlock code.
