C64 Graphics Maker by AGPX (2021) is a Windows based tools for creating various types of graphics for the Commodore 64.  The program is still in beta and has a few rough edges, but it seems quite capable and would be a good thing to have in your toolbox of utilities if you're into making games or demos for the C64.
