Way back in 2006 there existed this modified version of WinVICE that could be used with BBS programs.  As quoted in the docs included in the archive:

NEW: *19-Jun-2006* The userport code has been fixed in VICE, and now supports the ip232 extensions

Source code for the updates are also included.
