Map Maker 1.0 is a native, multi-color character set map editor. It has a tile-set editor (they call it groups). Groups can be defined as whatever matrix size you determine.  It also has a map editor that has adjustable size of copy/paste functions, nice for repetition like sky or ground.  Here are some of the key mappings:

• Joystick port 1 for main menu items.
• Load character set first or you will see nothing. 
• F8 to go to map, cursor moves by character. :, ;, /, @ to scroll the map. Press c on a character, you will be in copy mode. Use arrows to adjust copy box size, return will finish selection. Move to different part of map and return to paste. To finish up, simply press c. Return to main by f8 or restore
• F7 to go into group (or tile) mode
• This mode I only f1 f2 f3 for colors, b to define start character, d to choose group size, m does something also, not sure. return to set pixel. F7 or f8 to return 
• Main menu character editor
• F1 f2 f3 and enter to edit, cursor keys and the :;@/ to move. Clear to clear current character.
